In 2020 Waipapa Taumata Rau (University of Auckland) developed an internal paper 'Towards an integrated Research Data Management Framework'. Later that year the RDM Project was formed to develop a RDM Capability Maturity Model, produce a RDM Stocktake Report and Recommendations (accompanied by a Maori Data Sovereignty Report), and an Implementation plan.

The Waipapa Taumata Rau RDM Capability Maturity Model was developed by the RDM Project Team in consultation with the RDM Project Advisory Board, Kahui chair and several others. Based on international models, the model has 5 levels (initial to optimised) and 6 dimensions (Strategy, Governance and Policy, Maori Data Sovereignty, Data Management, Data Operations, Platforms, Infrastructure and Architecture, and Support and Skills). It provides an overview across all 6 dimensions and then a more granular view for each.
The CMM is specific to the current Waipapa Taumata Rau environment and the strategic aspiration of becoming a Maori Data Sovereignty organisation. It is expected to evolve with further community engagement into the institution's integrated RDM framework.
