this presentation was given to masters students in the faculty of education at Chulalongkorn University, Bangkok, Thailand on August 26.

The presentation argues that much of the ILSA effect seen in PISA is influenced heavily by the China government population definition problem, the lack of comparability between cities and countries, the lack of statistical validity in PISA scores, and the influence of cultural factors in student attitudes toward tests.

In conclusion, I argue that PISA tests are not a useful basis for developing educational policies.
